The rule we apply before adding a channel

A message on a channel someone treats as personal reads as an intrusion, however good the copy is. That is not a deliverability problem or a copy problem, and no amount of personalisation fixes it. It is a question about your buyer, and the answer is different in Sao Paulo and in Chicago.

So the decision is per market rather than per platform. The same WhatsApp step that lands normally in one territory gets you reported in another, and the sequence builder will happily send both.
